AGGRESSIVE PANHANDLING ORDINANCE Council addressed the uptick in panhandling by enacting an aggressive panhandling ordinance. Flagstaff has seen a significant increase in panhandling since the repeal of a statewide law that banned panhandling was deemed unconstitutional. The new ordinance makes it illegal to aggressively panhandle or ask for money in certain situations such as near an ATM. Mayor Nabours stated that the ordinance is “as restrictive as the courts will allow”.
