Coconino County Named a National Leader in Digital Innovation for 6th Straight Year

Flagstaff, Ariz. — Coconino County has once again earned national recognition for its cutting-edge approach to digital technology, ranking among the top 10 U.S. counties (with populations under 150,000) in the 2025 Digital Counties Survey. The award, presented by the Center for Digital Government, highlights excellence in areas like cybersecurity, broadband expansion, data management, and innovative public service tools.

This marks the sixth consecutive year Coconino County has placed in the top 10 — a rare achievement that reflects the county’s deep commitment to digital transformation across its communities.

“Technology touches everyone’s lives, shaping how we connect, work, learn, and experience the world every day,” said Matt Fowler, the County’s Chief Information Officer. “We have an amazing team, and placing in the Top 10 for six years in a row demonstrates the passion and dedication our staff provides our communities.”

Coconino County faces unique challenges due to its vast rural and tribal regions, where access to high-speed internet remains a critical issue. Recognizing the importance of broadband for education, healthcare, economic development, and civic engagement, the county has pushed forward with several innovative efforts, many of which were highlighted in this year’s award:

  • Partnering with SpaceX Starlink to equip school buses with mobile internet for students with long commutes.

  • Creating a Rural Broadband Manager position to help prepare for incoming federal broadband funding through the Broadband Equity, Access, and Deployment (BEAD) program.

  • Developing a new Broadband Strategic Plan that outlines infrastructure needs and a roadmap to expand digital access throughout Northern Arizona.

  • Enhancing the SeeClickFix app, which allows residents to report issues, request services, and access real-time emergency information based on location.

Deputy CIO Helen Costello added, “We are honored to place in the Top 10 again this year. It’s a true testament to our IT team and county leadership who work tirelessly to provide innovative solutions for the public.”

Coconino County was recognized at an awards ceremony during the National Association of Counties (NACo) summer conference in Philadelphia on July 11.

The Center for Digital Government’s annual survey is a prestigious benchmarking tool that measures how effectively counties use technology to serve their residents and drive innovation in local government.
