16-Month-Old Child Death Case Expands to 21 Felony Charges Against Flagstaff Mother

A Coconino County Grand Jury has returned a 21-count indictment against a woman accused in connection with the death of a 16-month-old child found earlier this month inside a Flagstaff hotel room.

According to the Coconino County Attorney’s Office, 32-year-old Ochra Manakaja has been charged with one count of first-degree felony murder, one count of second-degree murder, two counts of child abuse likely to produce death or serious physical injury, sixteen counts of child abuse not likely to produce death or serious physical injury, and one count of abandonment or concealment of a dead body.

The charges stem from the May 17, 2026 discovery of the deceased child at a Flagstaff hotel.

In a statement released Thursday, County Attorney Ammon Barker said, “One of the most important responsibilities of the criminal justice system is protecting vulnerable members of our community, especially children. We recognize the profound impact of this case and will continue to pursue this matter with the seriousness and care it deserves.”

Earlier this week, prosecutors initially filed a criminal complaint containing three counts. The matter was later presented to a grand jury, which returned the expanded 21-count indictment. Officials say the indictment now supersedes the original complaint and formally begins proceedings in Coconino County Superior Court.

The next step in the case will be arraignment.

The Coconino County Attorney’s Office emphasized that the charges are allegations and that the defendant is presumed innocent unless and until proven guilty in court.
