FLAGSTAFF, Ariz. — Three people have been arrested following a Flagstaff Police investigation into a reported kidnapping in which a man was allegedly restrained, repeatedly assaulted and threatened with firearms.
According to the Flagstaff Police Department, detectives with the Criminal Investigations Division began investigating the case on the evening of September 21 after receiving a report of a kidnapping that originated in the 6700 block of Lynx Lane.
Investigators determined the victim had allegedly been forcibly taken to a residence in the 4400 block of East Blizzard Way. Police say the victim was restrained at the home, repeatedly assaulted and threatened with firearms before eventually being released by the suspects.
The motive remains under investigation.
Police identified the suspects as 35-year-old Cesar Barrandey, 46-year-old Jose Barrandey and 39-year-old Kimberly Santos, all of Flagstaff.
Flagstaff Police detectives worked with the Northern Arizona Regional SWAT Team, Crisis Negotiations Team, the Bureau of Alcohol, Tobacco, Firearms and Explosives, and the U.S. Marshals Service to apprehend the suspects.
The arrests were made at locations in the 4400 block of East Blizzard Way and the 3600 block of South Lake Mary Road. Police said several firearms were also seized while investigators executed related search warrants.
All three suspects were arrested on allegations of kidnapping, aggravated robbery, aggravated assault with a deadly weapon, and aggravated assault involving two or more persons.
Jose Barrandey was additionally booked on an outstanding felony warrant from Yavapai County.
The investigation remains ongoing.
