FLAGSTAFF, Ariz – The City of Flagstaff invites members of the public to attend a meet and greet event on Thursday, June 26 from 4 – 6 p.m. at Flagstaff City Hall for final candidates for the position of Planning and Development Services Director. The City received 23 applications, conducted 4 screening interviews, and has invited 2 candidates to participate in interviews and the meet and greet to follow.
The candidate names and a brief biography of those who accepted the City’s invitation to participate are included below:
- Larry Harala
- Larry has 20 years of experience working in public sector roles in administration, planning, code administration and policy analysis. Larry currently works for the City of Tacoma as a Principal Planner. He holds a Master’s Degree in Health Administration and a Master’s Degree in Public Administration.
- Michelle McNulty
- Michelle is a Certified Planner and has 20 years of experience in the public and private sectors in land use, transportation planning, and community development. Michelle currently serves as the Planning Director for the City of Flagstaff. Michelle holds a Master’s Degree in Rural Geography.

The Planning and Development Services Director will oversee Planning, Building Services and Real Estate at the City of Flagstaff. These sections will comprise the newly renamed Planning and Development Services Division, formerly known as the Community Development Division. The Housing Section, which was previously part of the Community Development Division, will now report directly to the City Manager’s Office.
