FLAGSTAFF, Ariz. — Coconino County Emergency Management Director Tim Carter has been named Emergency Management Professional of the Year by the Arizona Association of Emergency Managers, recognizing his leadership during a year marked by several major emergencies across northern Arizona.
The award recognizes Carter’s work in emergency preparedness, countywide emergency notifications and coordination among local, tribal, state and federal agencies.
Coconino County officials pointed to Carter’s leadership during several significant incidents over the past year, including the White Sage, Dragon Bravo and Pocket fires, as well as the deadly Grand Canyon flash flood.
“Coconino County has faced an extraordinary series of emergencies over the last year, from the White Sage Fire and Dragon Bravo Fire to the Pocket Fire and the Grand Canyon flash flood,” District 1 Supervisor and Board Chair Patrice Horstman said. “Throughout each event, Tim demonstrated steady leadership, clear communication and an unwavering commitment to protecting our communities.”
The Arizona Association of Emergency Managers awards recognize emergency management professionals, volunteers and community partners who have distinguished themselves through exceptional service, leadership and dedication to keeping Arizona communities safe and resilient. Recipients are selected by their peers.
County Manager Andy Bertelsen said Carter’s work has had an impact beyond individual emergency responses.
“Tim’s commitment to public safety, emergency response and community recovery is evident in everything he does,” Bertelsen said. “This recognition reflects the significant impact of his work across Coconino County and Arizona.”
Carter credited the recognition to the larger team of emergency management and public safety professionals working throughout the region.
“It is an honor to receive this award and important to note that emergency management is always a team effort,” Carter said. “I’m fortunate to work with dedicated professionals who share a strong commitment to serving our communities.”
Carter has more than 20 years of public safety experience, including 13 years with Coconino County. He advanced through the county’s Emergency Management Department before being appointed director in August 2025.
He also holds dual professional certifications as a Certified Emergency Manager and Arizona Master Emergency Manager.
Coconino County Emergency Management is responsible for coordinating preparedness, response and recovery efforts during major emergencies and disasters affecting communities throughout the county.
