Flagstaff City Council supports purchase of downtown parcel for parking and other uses

FLAGSTAFF, Ariz.Allthrive365, formerly known as the Foundation for Senior Living, has offered to sell its entire property at 320 S. Humphreys St to the City of Flagstaff after plans for private development on the site stalled.

The nonprofit owns the full parcel, which had been slated for two housing communities. For several years, the City has leased the southern portion of the property to provide parking for the Municipal Courthouse and downtown visitors. In late 2025, Allthrive365 approached the City to discuss a potential sale of that southern section, and in December 2025, City Council approved moving forward with purchasing that portion to preserve courthouse and downtown parking.

Since then, Allthrive365 determined it could not proceed with development on the northern portion of the parcel due to rising construction costs and the inability to secure tax credits needed to fund the project. As a result, the organization has now offered to sell the entire parcel to the City.

City officials discussed the option during the Jan. 13 City Council meeting. A formal purchase and sale agreement is expected to return to Council for approval at a future meeting, along with broader discussions about the long-term use of the property.

Meanwhile, Allthrive365 is in the process of demolishing Saint Mary’s School and the David Babbitt House following an extensive public review and historic preservation process.

If approved, purchasing the full parcel would allow the City to maintain much-needed parking for courthouse and downtown patrons while also opening the door to future uses aligned with Council priorities, including potential affordable or workforce housing.
