UPDATE 4:18 PM: Engine 2 is on scene, with evacuations in progress. No smoke or fire seen.
UPDATE 4:19 PM: Battalion 1 is on the scene and assuming incident command.
UPDATE 4:20 PM: Engine 1 and Quint 1 are on scene now as well. Investigation is underway.
UPDATE 4:31 PM: No emergency. This is just a smell from a ballast.
