Coconino County Manager Andy Bertelsen Appoints Leadership Team

FLAGSTAFF, Ariz. — Coconino County Manager Andy Bertelsen has appointed two new Deputy County Managers after beginning his tenure on July 1.

“I am excited to introduce our two new Deputy County Mangers, Kim Musselman and Erika Philpot,” said County Manager Andy Bertelsen. “Their skills and experience bring balance, breadth, and depth to the leadership team and I look forward to working with them and all of the individuals that bring their passion, dedication, and enthusiasm to the office every day.”

Lucinda Andreani will continue her role as Deputy County Manager and Flood Control District Administrator.

Kim Musselman has served Coconino County for over thirty-one years, with the last four as Health and Human Services Director. She served Coconino County as the Incident Commander for the County’s COVID pandemic response effort. Throughout her career, Musselman has worked in the County Manager’s Office, Public Fiduciary Office, County Attorney’s Office, Adult and Juvenile Probation, and Sheriff’s Office. The main departments she will oversee as Deputy County Manager include Health and Human Services, Public Works, Facilities, Community Development, and Parks and Recreation.

“I am so proud to be a part of the Coconino County team. We excel at working together and coordinating with our partners to provide the best resources and services possible to our residents,” said Kim Musselman. “That’s what drives me each day and I am excited to be in my new role as Deputy County Manager.”

Erika Philpot began her employment with Coconino County in 2007 and has served as Chief Human Resources Officer since 2015. Philpot has been instrumental in the County’s recognition for several awards by the Diversity Leadership Alliance and the Society for Human Resource Management.  With this recognition, she represents Coconino County in our community, in our State, and at the national level. The main departments she will oversee as Deputy County Manager are Human Resources, Finance, Information Technology, Public Defender, Legal Defender, and Sustainability.
