Mary Goodman named Flagstaff Deputy City Manager

FLAGSTAFF, Ariz. — The City of Flagstaff has selected Mary Goodman to serve as its new Deputy City Manager, with her appointment set to take effect on April 27.

Goodman’s selection follows an open and highly competitive recruitment process that drew more than 180 applicants from across the country. She will fill the role previously held by Joanne Keene, who was appointed Flagstaff City Manager in November 2025.

“Mary brings a wealth of experience—not only as an Assistant Town Manager, but also as a leader who drives innovation within the organizations she serves,” said Keene. “I join the entire City of Flagstaff team and our community in warmly welcoming Mary and her family to Flagstaff.”

Goodman is a seasoned municipal executive with extensive leadership experience at the Town of Gilbert, where she served as both Assistant Town Manager and Deputy Town Manager. During her tenure, she oversaw a wide range of critical departments, including:

  • Information Technology

  • Development Services

  • Economic Development

  • Human Resources

  • Water Resources

  • Budget

She also led major strategic initiatives, including downtown development projects, artificial intelligence integration, water allocation policy implementation, and large-scale IT modernization efforts.

Goodman holds a master’s degree in public administration and brings more than a decade of executive-level leadership experience focused on strategic planning, innovation, efficiency, and organizational improvement.

“I am thrilled to join the dedicated staff who serve the residents of Flagstaff and am grateful to Joanne and the leadership team for their trust in me,” Goodman said. “I look forward to serving as Deputy City Manager and making Flagstaff our home.”

The City says Goodman will begin her role April 27 as part of the executive leadership team guiding Flagstaff’s continued growth and strategic priorities.
