At 3:55 PM Sunday afternoon, Flagstaff Police, Guardian Medical Transport, and Flagstaff Fire Department Engine 3 were dispatched to a report of a Welfare Check in the area of 5303 E Cortland. Callers are saying a person is passed out behind the steering wheel of a car in the parking lot.
