FLAGSTAFF, Ariz. — The Flagstaff City Council has formally ended the City’s contract with Flock Safety, bringing an end to the use of automated license plate recognition (ALPR) cameras within city limits.
City officials confirmed the Council voted in December 2025 to terminate the agreement. Following that decision, all cameras covered under the contract were immediately deactivated and have not collected any data since.
According to the City, staff have been working closely with Flock Safety to ensure the physical removal of the cameras occurs as quickly as possible. On Jan. 28, 2026, Flock Safety notified City staff that the required right-of-way permit had been obtained.
The company has stated that removal of the cameras is scheduled to be completed by Thursday, Feb. 5.
An update will be provided to the public once all cameras have been fully removed.
The decision follows public discussion and debate surrounding the use of ALPR technology and its role within the community. City officials emphasized that since the December vote, no data has been collected from the system.
The action was approved by the Flagstaff City Council, marking a formal end to the City’s participation in the Flock Safety program.
