Flagstaff City Council Backs Protocols for Interactions with Federal Agencies

FLAGSTAFF, Ariz. — The Flagstaff City Council voiced support Tuesday night for a series of protocols outlining how the City and its employees should handle interactions with federal agencies.

During the March 3 council meeting, city staff presented information about new guidance and procedures aimed at creating a consistent and transparent approach when federal authorities interact with City property, employees, or the broader community.

City officials emphasized that while the Flagstaff Police Department does not enforce federal immigration laws, it also cannot interfere with lawful federal enforcement activities conducted by federal agencies.

Use of City Property by Outside Agencies

As part of the discussion, councilmembers directed staff to move forward with a City Manager’s directive establishing a formal process for outside government and nonprofit organizations requesting the use of City property.

Under the proposed directive, requests to use City facilities or property must be submitted through the City Manager’s Office, except in emergency situations.

According to the City, requests will only be approved if they:

  • Align with the City’s goals and priorities

  • Do not create unreasonable disruption to City operations

  • Do not present an unreasonable risk to public health or safety

In situations where an emergency has been declared, requests may instead be made through the Mayor, though they will still be evaluated using the same standards.

Councilmembers also directed staff to begin the process of codifying the policy into a formal city ordinance.

Guidance for City Employees

City staff also presented an employee notice designed to guide City workers if federal law enforcement personnel arrive at a City workplace.

The notice will be distributed to City employees and accompanied by training designed to help staff understand how to respond appropriately and consistently during such encounters.

Officials say the goal is to ensure City employees are informed about procedures while maintaining compliance with applicable laws.

Community Reporting Form Introduced

In addition, the City Council reviewed a new reporting form that allows community members to report concerns involving federal agency activity within Flagstaff.

The form allows residents to submit information anonymously or with contact information if they would like follow-up from City staff.

City officials say the tool is intended to provide a channel for residents who observe activity they believe warrants review or raises concerns.
