FLAGSTAFF, Ariz. – Coconino County is nearing the final stage of adopting its updated Comprehensive Plan, known as Envision 2045, the official policy document that guides future development across unincorporated areas of the county.
Every ten years, the County revisits and updates this long-range plan to ensure it reflects the region’s evolving needs, priorities, and growth patterns. During a public hearing on Sept. 24, the Planning and Zoning Commission voted to forward Envision 2045 to the Board of Supervisors with a recommendation for approval.
Over the past several months, the Board of Supervisors participated in three work sessions—two held jointly with the Planning and Zoning Commission. These sessions covered an overview of the plan’s vision, goals, and policies; reviewed public feedback from the 60-day comment period; and discussed the document’s design, structure, and layout.
According to County officials, Envision 2045 is built around three core priorities shaped by community input:

Preserve rural character and lifestyle by managing growth that balances infrastructure, economic resilience, and equitable housing opportunities.

Protect the environment by safeguarding water quality and supply and restoring forest health.

Enhance services by ensuring responsive public safety, emergency response, and infrastructure for diverse county communities.
On Oct. 7, the Board of Supervisors received an updated presentation on Envision 2045, summarizing how public and Board comments were incorporated and highlighting the outcomes of the Planning Commission’s public hearing.
The next step is a public hearing with the Board of Supervisors on Nov. 18, 2025, where final adoption of the updated Comprehensive Plan will be considered.
